Emergency communication to the Temple University community
Temple University recognizes its responsibility to provide accurate and timely information to the campus community during emergencies. The following information outlines the approval processes, criteria and method for communicating with students, faculty, staff and the public in the event of a campus emergency.
What procedures are in place to notify the campus community in an emergency?
Upon confirmation of a significant emergency or dangerous situation involving an immediate threat to health or safety, Temple initiates the campus notification system.
This process can be initiated by Temple’s emergency management or facilities and operations teams—in the event of a disruption to operations—or the Department of Campus Safety Services in the event of a public safety incident.
As it relates to public safety, Temple Police dispatchers contact their on-call commander, who can authorize dispatchers to send a message, known as a TUalert, to the campus community.
What policies are in place for campus communication in an emergency?
TUalerts are sent in accordance with the Temple University Emergency Communication and Timely Warnings Policy. Temple’s emergency communication compliance goes well beyond the federal Clery Act and Department of Education guidelines.
When are TUalerts sent?
TUalerts are used to communicate information about an incident on or near Temple’s campuses that presents an imminent threat (such as a weapon) and/or is deemed an emergency requiring immediate action (such as avoiding the area where the incident occurred) on the part of the campus community.
How are TUalerts sent?
TUalerts are sent via text message, email and/or phone call. Alert information is also posted on Temple University’s Twitter feed.
An external vendor, MIR3, provides the capability to send alerts via a website or smartphone app. The alert system is tested each semester.
What type of information is included in TUalerts?
TUalerts typically contain the type of incident, its location and a necessary change of behavior. Potential actions include avoiding the area where the incident occurred, sheltering-in-place because of environmental conditions, or evacuating a building.
Why don’t TUalerts include more detail about the incident?
The information contained in the TUalert is a public safety warning about a potential danger and not a news bulletin. This means that only the most essential information is included so that individuals know action to take if necessary. If more information is obtained that will contribute to safety, a follow-up TUalert may be sent.
Why doesn’t every criminal incident include a TUalert?
TU Police has criteria for sending TUalerts related to criminal activity. Because TUalerts are sent when there is a perceived threat to the community, TUalerts are not sent when an arrest or apprehension is made or if a report of an incident is made hours after it occurred.

Temple students, faculty and staff.
How does the Temple community sign up for TUalerts?
Temple students and employees are automatically enrolled to receive TUalerts and can update their contact information and notification preferences via TUportal.
How can parents and family members receive TUalerts?
Temple posts the same information from TUalerts on the university Twitter account. We encourage parents and family to add Temple’s Twitter account to their smartphones or visit https://twitter.com/templeuniv (you do not need a Twitter account to view this page).
The TUalert distribution list targets current students and employees to help ensure our campus community receives information regarding their safety as quickly as possible.

What are timely warnings?
Timely warnings are used to communicate information about events that appear to show a pattern that suggests an on-going threat to the community. In isolation, these events may seem relatively innocuous, but taken together, indicate a need for increased vigilance or safety considerations. Information about this pattern of events is sent via email with further detail and potential actions to take. Timely warnings also include tips for reducing risks and resources for the community to aid in prevention.
What is the TUsiren?
The TUsiren is used to alert the campus community about an imminent threat that is catastrophic and/or life-threatening, such as severe weather, a release of hazardous material or a lockdown due to a violent threat.
TUalerts will be sent along with the activation of the siren, which signals to the campus community to go indoors and remain there for further instruction. If the TUsiren is activated, the community should wait for an “All Clear” message via the TUalert system to indicate that it is safe to resume normal activity.
I just graduated, why am I still receiving TUalerts?
Alumni of the university will continue to receive TUalerts for one year after graduation.
